Three different allowances under the same name
Confusion is common. When you type “relocation allowance” into a search engine, the results mix at least three schemes that have nothing in common, neither the same audience nor the same funder.
The first concerns approved childminders. The Caf provides assistance intended to finance the adaptation of housing and the purchase of childcare equipment at the time of the first approval, or in some cases during a renewal.
The second targets civil servants of the State. The special relocation allowance is aimed at agents who receive their first assignment in certain geographical areas, no later than the day of their appointment. The Créteil academy, for example, has its own application portal with specific forms depending on whether you are a teacher or administrative staff.
The third scheme, sometimes called the first installation aid (API), is offered by the social action of certain ministries. The economic and financial ministries apply a scale that distinguishes between social housing and private housing, zone 1 and zone 2, with decreasing amounts over three years. Before taking any steps, accurately identify your status to obtain the relocation allowance that corresponds to your situation.
Eligibility conditions based on your professional status
Childminder: approval and activity declaration
To qualify for the Caf aid, you must hold a valid approval. The application is generally made to the Caf in your department. The precise conditions (first approval or renewal, working in a childminder’s house or at home) vary according to local funds.
Check the criteria of your departmental Caf before compiling your file. Some funds require that you have welcomed at least one child, while others do not. This point makes the difference between an accepted file and a rejected one.
State civil servant: appointment and geographical assignment
The special relocation allowance concerns civil servants accessing their first job in a State administration. The geographical condition is decisive: the assignment must be located in an eligible municipality, defined by decree.

Agents of the economic and financial ministries
The API from these ministries operates according to a scale linked to the reference tax income and the location of the housing. Submission deadlines: the trap that many discover too late
The submission calendar poses a practical risk as significant as eligibility itself. Submitting your application late results in a definitive refusal, even if all other conditions are met.
For civil servants, the application must generally be made at the time of taking up duties or the first assignment. Each academy or ministry sets its own submission windows. The Créteil academy requires a downloadable sworn statement from its Colibris portal, with distinct models for teachers and administrative staff.
For childminders, the deadline often starts from the date of issuance of the approval. After this deadline, the Caf considers the application to be time-barred.
The rule to remember: start the process as soon as you receive notification of your assignment or approval, not after your actual installation.
Compile a complete file from the start
An incomplete file delays payment by several weeks, sometimes several months. Why this delay? Because each missing document generates a reminder letter and a new processing time.
For childminders, the documents usually requested include:
- A copy of the approval issued by the departmental council.
- A recent proof of residence and a bank account statement.
- Invoices for the purchase of equipment or housing adaptation, if the Caf requires proof of expenses.
For civil servants, prepare your assignment order, the sworn statement provided by your administration, and a proof of residence in the eligible municipality. If you are a teacher assigned to a different academy than that of your appointment, your appointment order will also be required.

Payment of the allowance and use of funds

The API from the financial ministries is characterized by its staggered payment. The amounts are spread over three years, which means that some supporting documents need to be renewed during the period.
None of these schemes formally impose a control over the use of funds. The aid for adaptation for childminders targets works and childcare equipment, but the control focuses on eligibility, not on every line of expense.
The decentralization of these aids remains the main point of vigilance. A national sheet does not replace direct consultation with your HR service, your departmental Caf, or your academy’s portal.
